BMS control incentives
TC Controls helps building owners access BMS control incentives through Massachusetts utility incentive programs. For buildings under 300,000 square feet, incentive rates are standardized based on project type:

How It Works
TC Controls manages every step of the incentive process — you don’t need to contact the utility or navigate the paperwork yourself.

We evaluate your building and confirm eligibility.
We review your current controls, building size, and utility provider to determine which incentive programs apply.

We handle the pre-approval process.
All building control systems require pre-approval from your utility provider before installation. We prepare and submit the application, the incentive calculations, and the proposed sequences of operation on your behalf. If your project is served by both a gas and electric provider, we coordinate submissions to both.

We design, engineer, and install the upgrade.
Once pre-approval is issued, we handle the full project — from scope development through commissioning.

We complete the post-installation documentation.
After installation, we submit all required final documentation to your utility provider, including post-installation signatures, final control drawings, sequences of operation, trend data reports, system screenshots, and the final invoice. We make sure nothing is missing or incomplete so your incentive isn’t delayed.

Eligibility
To qualify under the prescriptive path, your project must meet the following criteria:
- Building area under 300,000 square feet
- Must be an existing customer of Berkshire Gas, Cape Light Compact, Eversource, Liberty Utilities, National Grid, or Unitil
- All building control systems require pre-approval prior to implementation (some projects may require pre-inspection)
- The BMS must include a central operator’s station with a central processing unit, PC (local or remote), and monitor — capable of monitoring all sensors and field devices in real time
- Trend data and screenshots are required to verify that implemented sequences align with design expectations
Not eligible under this path:
- Buildings with significant process or lab loads (may be eligible under the custom path)
- Standalone front-end upgrades or software-only updates
- Buildings with new loads or significant changes in how the space is used
- New construction, building additions, or buildings already in the National Grid New Construction & Major Renovations program
- Replacement of existing BMS less than 15 years old
- Standalone control products for individual pieces of equipment
- Systems that have already received a rebate within the last 5 years

Available Incentives
For larger buildings, incentive amounts are determined on a project-by-project basis through a custom energy analysis. Rather than fixed rates, your incentive is calculated based on the projected energy savings specific to your building — which means the incentive scales with the size and impact of your project.
Energy-efficiency equipment or projects not covered by standard prescriptive incentives may also be eligible under this path.

How It Works
TC Controls manages the entire custom incentive process end-to-end — from the initial energy assessment through project completion.

We start with a building energy assessment.
We evaluate your current systems and identify energy-saving opportunities, including estimated costs to implement.

We work with your utility provider to determine the best opportunities.
We coordinate directly with your electric and/or natural gas provider to prioritize the most impactful savings measures for your building.

We handle the project design and development.
Once the opportunity is defined, we pursue the full engineering and design scope.

We prepare and submit all required documentation.
This includes the custom project application, itemized project proposal (material and labor), product specifications, photos and trend data of existing conditions, and energy savings calculations. We submit everything to your utility provider on your behalf.

Your utility provider reviews the project.
They conduct a technical review to confirm that energy saving benefits exceed the costs. This typically takes around 40 days, though timelines can vary.

You receive a custom incentive offer.
After a successful review, your utility provider issues an incentive offer specific to your project.

We complete the project.
We execute the installation and commissioning in accordance with the terms of your incentive offer.

Eligibility
- Must be an existing customer of Berkshire Gas, Cape Light Compact, Eversource, Liberty Utilities, National Grid, or Unitil.
- All applications require documented proposed cost, projected electricity and/or natural gas savings, and related non-energy savings.
- For projects involving new construction, major renovations, or replacement with higher-efficiency equipment, contact us to discuss your options.

- Building Management Systems (BMS) for lab or process spaces
- Adding heat recovery
- Adding combustion controls
